Joined PFM as a Director in the Management and Budget Consulting Practice Group — and National Lead for Equitable Recovery and Strategic Financial Initiatives — in late 2020.
Co-founded and launched PFM’s Center for Budget Equity and Innovation in 2021 (see further info. below). Formerly served as the Chief Financial Officer at City Council, Philadelphia.
My focus areas at PFM include advising public sector leaders on structural budget, long-range financial and economic planning and development reforms — with a particular focus on applying an equity lens to addressing governing challenges. I also support (manage) the strategy and growth of PFM’s Economic and Real Estate Consulting group.
I was appointed a Distinguished Fellow at the University of Pennsylvania, Fels Institute of Government in 2021 — where I also instruct courses for their Executive MPA Program (as an adjunct professor). I also recently completed a three-year tenure with Haverford College’s Board of Managers — serving as a Young Alumni Associate Member.

Author Eugene "Pete" Wolfe discusses his latest book, "Boris Johnson in 100 Facts discusses the parallels between Boris Johnson and Donald Trump, which are pretty interesting. He also talks about the comparison between Johnson and Gorbachev, de Klerk and Ozawa, the leaders he looked at in his dissertation on the tactics of political reform. In addition he discusses the reform in the Soviet Union, South Africa and Japan in more detail. Specifically, he shares insights about the failure of previous reformers in each of the three countries that created the impression that political change was not possible. Today, when we know that Gorbachev, de Klerk and Ozawa did manage to bring about change, the idea that this once seemed inconceivable may be quite a surprise. Finally, he talks about his current research, which is on legislative violence in Europe, the US and Japan.
